Who we serve

Competitive elections make democracy stronger. Yet running for office is still too hard—over 70% of U.S. local races go uncontested (Ballotpedia). Victory Waves helps more people run effective, data‑driven campaigns.

We build for Democratic, progressive, unaffiliated, third‑party and nonpartisan organizations. That is a description of who we build for, not an eligibility test: the categories below are the only criteria that determine whether you may open an account.

Eligible organizations

You may use Victory Waves and Petition Validator if you are:

• A registered candidate committee, or a candidate intending to register one, that does not seek or hold the nomination or endorsement of the Republican Party.
• A political party committee—state, county, district or local—of a party other than the Republican Party, or a committee of that party's officers or members.
• A registered ballot measure, initiative, referendum or recall committee.
• A labor organization or its political or educational arm.
• A registered 501(c)(3) or 501(c)(4) organization.
• A registered political action committee or independent expenditure committee.
• A campaign services provider—consultancy, signature‑gathering firm, data or technology vendor—acting for clients who are themselves eligible under this policy.

Nonpartisan, municipal, school board and other non‑party races are welcome under any of the categories above.

Who is not eligible

You may not open or hold an account if you are:

• A candidate, candidate committee or party committee that seeks or holds the nomination or endorsement of the Republican Party; or
• An organization whose principal purpose is to support or elect candidates who seek or hold the nomination or endorsement of the Republican Party.

How the services may be used

Eligible account holders may not use Victory Waves or Petition Validator for the benefit of any candidate or organization that is not eligible under this policy, whether directly, through a client engagement, or through resale.

Campaign services providers are responsible for confirming that each client they serve through our platform is eligible, and must pass these requirements through to their clients in writing.

Your representation to us

When you create an account, you represent that your organization is eligible under this policy. That representation is continuing: if your eligibility changes, you must notify us promptly and stop using the services.

Enforcement

We review accounts for eligibility on an ongoing basis. If we determine that an account is ineligible, or that the services are being used for the benefit of an ineligible candidate or organization, we may suspend or terminate the account immediately and without refund.

Eligibility is a condition of service. Pricing, including our distributor and volume rates, is governed separately by our published commercial terms and is not affected by this policy.

No campaign too small

We focus on down‑ballot and municipal races. Our tools are designed to be accessible, easy to use, and effective for first‑time and small campaigns.
